Francesca Lerer

Colombian environmental lawyer driving Latin America’s renewable energy transition

Francesca Lerer is a Colombian environmental lawyer and founder of Energía Verde Colombia, an NGO promoting renewable energy adoption. Her advocacy led to Colombia’s 2019 Energy Transition Law, mandating 30% renewable energy by 2030—a landmark for Latin America’s green shift.

Lerer’s work made a difference by countering fossil fuel dependency in a region historically reliant on oil. She successfully sued state agencies for violating environmental regulations, securing fines against illegal mining operations. Her legal strategies have inspired similar cases in Brazil and Peru.

As a member of the UN Climate Change Conference (COP26) delegation, Lerer emphasized the need for equitable energy access. Her book 《Greening the Andes》 outlines practical steps for transitioning to renewables. She collaborates with indigenous communities to protect Amazonian ecosystems while integrating solar and wind projects.

Lerer’s achievements include being awarded the Goldman Environmental Prize in 2020. Her TEDx talk 'How Colombia is lighting up with renewable energy' showcases her vision. By bridging law and grassroots activism, she’s redefining environmental leadership in the Global South.
