Jose Garcia Vegas (b. 1975) is a Colombian engineer and social innovator who pioneered decentralized solar energy systems in rural Latin America. Beginning in 1998, he developed the Rural Solutions initiative, installing over 10,000 solar panels in off-grid communities by 2005. His approach combined low-cost technology with community training programs, creating local technicians in regions like La Guajira. Garcia Vegas' 2002 report 'Lighting the Andes' influenced Colombia's National Energy Policy, leading to $200 million in renewable investments.
