José Augustín Carrión de la Vega (1814–1877) was a Peruvian reformer instrumental in establishing public education systems during the nation’s early independence era. As Minister of Education, he introduced compulsory schooling laws and founded the National University of San Marcos’ pedagogical department. Carrión emphasized practical skills alongside classical education, creating teacher training programs and rural schools. His 1862 decree mandating free primary education for all children, regardless of gender or class, was revolutionary.
